According to Arthur L. Schechter, The Clinton's Administration Ambassador to the Bahamas. Asst. Commission Reginald Ferguson was the 3rd ranking member of the Royal Bahamas Police Department. However Ambassador read the letter to Asst Commission Ferguson and ascertained that Ezra Russell was an American citizen. so I don't have a lot of faith in Ambassado Schechter.
